The beauty of owning a Pixel phone is that you receive security updates prior to others. But not receiving anything promised on time could irk anyone and this is what happening with Pixel 3 owners as well.
Some Pixel 3 owners haven’t yet received the December security patch when the January security update is about to be rolled out for others in the Pixel family. Clearly, the users are stuck in the middle and may want to have an upgraded security patch rather than just waiting for what has already been rolled out almost a month back.
Users have been complaining and fortunately, Google has come forward to clarify any doubts and heave a sigh of relief in them. In a reply to a user’s question on what’s wrong with the rollout process, Google replied, “if you did not receive the December update, in the coming days you’ll be receiving a joint January and December security update.”

According to DroidLife, which spotted this reply, Google has sent similar messages to a number of other users the same day.
It is unclear when the update will be rolled out but, at least, the users now have a definite answer from the company itself. It is unknown, however, what made the December update too late.
This is not the first time that a Pixel phone is receiving delayed updates. Pixel 4 also experienced two delays in its first two updates.
Hopefully, things will come back on track after the joint roll-out and the users will continue to receive important updates on time.
