Apple has now released the second beta versions of the iOS 13, iPadOS 13, watchOS 6, macOS Catalina, and tvOS 13 to the registered developers so that they could test their apps. There are no reported features or particular bug fixes but it does eliminate any kind of performance issues so that to make it smoother than the previous beta update and allow testers to test the apps against a slightly more complete version of the iOS 13.
All the new updates - macOS Catalina beta 2, watchOS 6 beta 2 and tvOS 13 beta 2 are available to download over the air. The second beta of the tvOS can be downloaded directly from the Settings app in tvOS, then heading to System > Software Update.
